Artifact Question - Secondary powers

I'm just confirming something here but aligned artifact's secondary powers can't be used by those of differing allegiances, corrent? For example, E Mere Vardo's aligned good so it can't be used by neutrals or DS to research Spirit Mastery, right?

I'm under the opposite impression. But Rhudaur never has to worry about artifacts anyway, so I really don't care...

If your Neutral no you can't use it unless your aligned to it's nation. You can only use it if your nation is a FP.

I've heard that secondary powers can NOT be used by oppositely aligned characters.

But I personally haven't wanted to test the wisdom and waste an order.
