3xx transfer orders amongst friendly nations

You can transfer food, armour and weapons between armies.

But can you transfer ships?

I ask this because a friend of mine claims you can't and that anyways this is unfair as you could transfer all ships of an Allegeance to one nation as a kind of game expoit.

What is the exact rule regarding ships?

Can you transfer weapons armor and food between armies of different nations as long as they are friendly.

Can you alos transfer ships between nations?

Still do not get it.
All 3xx orders work the same, you have to be friendly to transfere
and you have to be on the same spot, but you can transfere ships, food armor, war machines and weapons

Only 355 Transfer troops does not work with allies.
