In a gunboat game, I am trying to join 2 companies together.

Does the commander of the company which is being dissolved have to disband the company, or can he just join the other one?

He can't join a company if he's in command of a company.

He can do a 750 to dissolve the company that he commands, and then issue a 755 to join the new company.

An easier way may be to just issue the Transfer Command order (780) and answer "Yes" to join the new company.
