Threats & Navies

I would appreciate some clarification about navies threatning, is it
the size of navies or the size of troops aboard the navy which
affects the threat?

Personally I think its the size of the navy not the troops in the
navy but I'm not 100%.

My experience would agree with this. It's a use for your fleet once you've polished off other peoples navies.

Like on land though the commanders rank has a big effect.
