Can one transfer a sieged pop centre?

What it says on the tin.. Can one transfer a pop centre using the 949
order if its sieged the same turn?

In the rules, the order directly below this one specifically points out that the population centre cannot be under seige (Move Capital order). 949 does not refer to this possibility. Sounds like the papers are signed whether the barbarians are at the gates or not.
