the tax base of the pop centre (2500*lv) plus gold production is the
maximum. An agent will steal a proportion of that depending on rank and
a random factor.
Oddly this seems to apply to each steal from the same pop , not the
total that turn.

it's the best way to train agents. Changing this would probably bias
the game towards the DS, who start with better agents
