I would agree that no population centre should have
more than (2500 * level) + gold production stolen
from it in any one turn.... except the capital, where
the entire treasury is on offer.... In G63 I seem to
remember stealing over 1,000,000 gold in 1 hit -
though that was only enough to buy about 1000
mounts...
