Whoa! The "NKA Contract" says only that you can't contact other nations UNTIL YOU
HAVE YOUR TURN 0 RESULTS. It's perfectly acceptable to contact everyone after that and
conduct all the diplomacy you want. (You must be that nation that no one else can get
ahold of, so we're all assuming you're hostile!)
