attack on pop by 2 nations

Situation: 1000 Cor troops and 1000 DoL troops arrive simultaneously at an
Eot pop which needs 1500 troops to take it. If both Cor & DoL players issue
Capture, or both issue Destroy, obviously they succeed.

But what if there is a communication failure, Cor issues Destroy, and DoL
issues Capture?

I suspect the two orders would be processed separately, leading to both
armies dashing themselves against the walls of the Eot pop in vain. Can
anybody confirm?
