I can't think of what it could be. Is the nation still viable? If it is not,
then even with an army it could be degrading.

I saw the same thing in game 17. 2703 went all the way
down to camp (no army) while Gundabad stayed the same.
We were under the impression that the WK was still in at
that point also. Any chance a character was issuing the
Reduce Pop order (whatever it is...)?

Dont think so.. Since ScoPop and ScoHex orders are in 900's and the reduce
Pop Centre order is somewhere around most Emmy orders.
