Not yet; short answer. Long answer: What we first do is attempt to get
others to pick up the duo of nations. This sometimes works. If that
doesn't work then we then offer the nations to team-mates.
We've not had a game finish yet with this rule in play so we can 't be sure
of the impact it actually has. Without pickups I can attest to the fact
that that team does very badly though and is severly handicapped. However,
in most cases the nation has been SSed for a turn or two and players who
are likely to drop are less likely to put in a lot of effort into the game
so their nations are also reduced in playability and strength. (I can
attest to that as a player!)
(There's an ongoing debate about this on the forum). So what I want to do
is see what impact it has and then make a ruling. Without players able to
pick up nations that are dropped I think GB suffers badly from drop outs
though. There might be a middle ground.
One idea is to inform everyone if this happens and the new trio that is
available. One slight problem with that is that often when one nation of a
duo dies the player drops - so it would give the information away about the
second nation in the duo. (Note this is the situation that most often
occurs - ie a nation dies).
