The answer to your question is YES. The orders are
processed in that order.
If there are no units for you to buy then you can't
buy any since the supply that your ally will be
selling won't become available until at least order
320. I hope that helps.

A famous Brit ME player once insisted to me that a named British GM told him
that buys and sells were pooled and you could indeed buy things that were
being sold that turn. I am a skeptic.
Computers are stupid and proceed in sequence. Before Harley assumed this
game, back in the GSI days, I tested that possibility several times and it
was not factual THEN. I have not tested it recently. It was my practice to
test something every game, say threatening camps with commaders sans army,
just to find out where the boundries were. If you CAN pool products NOW
then it has been changed.
Harley has stated several times in public that no source code changes will
be made. I'm sure they are aware of the hazards of untruths to their
customers. Stassun and Feilds just kept their mouths shut. Hence, I
disbeleive the pooling claim.
