Freedom of choice sounds like a good reason to me.

I guess you need to change the name from PRS to "voting" PRS.

Make sure you put an asterisk by Ernie's name since he is non-voter.
Put a couple of asterisks by mine since I scheduled to appear before
Congress to testify about the rampant use of steroids in the MEPBM
community. Where is my damn needle?
