I think the answer is both. In the beginning of hte
third, Saurman taunts Gandalf by saying "KeEys to
Orthanc"

I'm probably stating the obvious here but I think Isengard is the pop centre
and Orthanc is the tower. I have no recollection of how it was referred to
in the films.
