Yes, you can use reveal character to locate a
non-player character such as a dragon. The difficulty
is about the same as it is to find any character in
the game. The higher your mage rank the better,
however, 40+ is what I use as rule.

I think some NPCs a more difficult too find. I´ve tried inumerous times
to locate a dragon, or gandalf, or galadriel with a spell rank of 100+
and had an unsuccessfull ratio very high, about 30% to 50%...
