As far as new characters go I suggest nothing but agents. Mostly pure agents with a handful of commander-agents to serve as company commanders. Agents take advantage of your ability to gain stealth and are the easiest way for you to become a factor in the war. Get your agents into the fray as fast as possible. Economy Though solid at games start it does need improvement. Fortunately you have the answer. The Noldo start with four characters capable of creating camps. They should do just that from the very beginning of the game until the camp limit is reached. Furthermore I recommend sending out two of your 50 point commanders to post camps also. Creating six camps a turn will make you an economic powerhouse in no time. Military This is the Noldo Elves weakest area. However it can quickly become a strength too if you wish. In a few turns you should be rich enough to recruit well supplied troops. From game start recruit at Imladris (2209). This army can either take Goblin-Gate or punish Rhudaur if it's necessary. Gildor or a new hire commander-agent should recruit at your capitol so you have some troops to help out in the west. Final thoughts On your way to collect your game winning certificate try not to forget about the war. You won't get anything no matter how high your victory points are if your team loses.
